GovChain Research, a research group for multinational public implementation of blockchain projects. Researching the future. A group of leading blockchain companies and experts including Unblocked, Qadre and Blockpass are partnering with key contacts and strategic partners with experience in the international policy space and European Parliament to create a research paper which assembles best practice in implementation and regulatory treatment of Blockchain and Distributed Ledger Technology by governments and the public sector around the world. This paper will look at the governments that have been seen to be proactive and successful in blockchain adoption. The paper seeks to understand the lessons and best practices in how adoption of blockchain and DLT has been accomplished and what were the drivers for implementation. The paper will also look to understand the barriers holding back governments that have been ‘blockchain sceptics’ – those who have considered the technology and disregarded it. Important lessons can also be learned from these governments’ questions and scepticism in order to counter future concerns. The paper will both map the regulatory environments and key Blockchain national leaders as well as creating original research by interviewing the intrapreneurs within the public sector on their lessons learned for other countries. From this, we will formulate a series of conclusions and policy recommendations for government and public sector bodies closer to home in order to aid the widespread adoption of blockchain and DLT.
